Disparity

Hong Kong is one of the biggest financial centres in the world, boasting some of the highest rates of millionaires and billionaires per capita. The Hong Kong welfare system very much favours those who work. For those who can't work or are unable to find work, there is very little in the way of support. The Hong Kong Government estimates that approximately 20% of the population live below the poverty line. It is a common sight in the financial districts to see the elderly and disabled begging in order to provide food for themselves and their families.
